SCC provides a comprehensive, affordable insurance and benefits program.

We understand that the choices you make when selecting your benefits are important to you, so we devote many of our resources toward developing a competitive, comprehensive package.

The State Health Plan offers health benefits to all eligible teachers, state employees, retirees and other individuals identified in the North Carolina General Statutes. The Plan’s mission is to provide quality health care products and services for the health and well-being of our members.

Through healthy living initiatives, the Plan seeks to empower members to make healthier lifestyle choices and to become partners in addressing their health care needs.

The State Health Plan offers two Preferred Provider Organization (PPO) plans. PPO plans offer the freedom of choice among in-network providers, lower out-of-pocket costs (copay only for most in-network office visits) and a strong emphasis on preventive health.

Traditional 70/30 Plan

This plan has higher copays, coinsurance and deductibles in exchange for reduced premiums when you choose coverage for more than just yourself. It is a PPO plan administered by Blue Cross Blue Shield of NC and is identical to the Basic 70/30 plan of the past.

Enhanced 80/20 Plan

The Enhanced 80/20 Plan is the old Standard 80/20 Plan with improved benefits and the opportunity to earn wellness premium credits. It is a PPO plan administered by Blue Cross Blue Shield of NC. A PPO plan offers freedom of choice among in-network providers, lower out-of-pocket costs (copy only for most in-network office visit) and a strong emphasis on preventive health.

Basic Life ($10,000) and AD&D is provided to all active full time employees working 30 hours or more per week. Employees have the option to purchase additional life insurance through the Voluntary Group Term Life Insurance benefit through Companion Life Insurance Company. Employees can select $10,000 to $500,000 in increments of $10,000.

The Guarantee Issue Amount for employees under age 60 is $100,000. Employees can also choose life insurance coverage for their spouse and/or dependent children from 6 months to age 25. Term Life 1000 and Universal Life 1000 are additional supplemental life products offered by Colonial Life & Accident Insurance Company.

The North Carolina Retirement System provides the foundation of retirement income for employees who have a career in public service. The mandatory contribution by an employee to help pay for the benefit is 6% each pay period.

To be eligible for retirement benefits the employee must contribute to the plan for at least five years to receive a monthly benefit at age 60. Employees who contribute for 20 years are eligible to receive benefits at age 50, and those contributing for 30 years are eligible to receive benefits at any age.

Employees hired on or after August 1, 2011, would need 10 or more years of vesting period for TSERS retirement benefit eligibility for vested deferred, early and service retirement. Retirement is based on a Defined Benefit Plan 401(a) where employee benefits are sorted out based on a formula using factors such as salary history and duration of employment. Investment risk and portfolio management are entirely under the control of the State Retirement Plan. There are also restrictions on when and how you can withdraw these funds without penalties.

Eligible employees are covered under the Disability Income Plan if they are (or become) a State teacher or State employee and they are in service and a member of the Teachers’ and State Employees’ Retirement System or a participant of the Optional Retirement Program.

Disability under the Plan is the mental or physical incapacity for the further performance of duty (the usual occupation) of a participant provided that such disability was not the result of terrorist activity, active participation in a riot, committing or attempting to commit a felony, or an intentional self-inflicted injury.

Benefits from the Plan are not available for a period of 60 continuous calendar days from the onset of disability. The 60-day waiting period is determined from the last actual day of service, the day of the disabling event if the disabling event occurred on a day other than a normal workday, or the day succeeding at least 365 calendar days after service as a State teacher or State employee, whichever is later.

The monthly short-term benefit will equal 50 percent of 1/12th of your annual base rate of compensation last payable to you prior to the beginning of the short-term benefit period (for teachers, annual base rate of compensation includes any local supplement or coaches supplement) plus 50 percent of 1/12th of your annual longevity payment, if any, to a maximum of $3,000 per month.

Long-term disability benefits are payable after the conclusion of the short-term disability period or after salary continuation payments cease, whichever is later. Benefits are payable for as long as you are permanently disabled, provided you meet the requirements described below.

Dental Insurance

The Dental Blue Select plan through Blue Cross Blue Shield of North Carolina is available to all eligible employees and their dependents. The plan features a lifetime deductible (once satisfied the deductile is no longer required for subsequent years). The plan is designed to cover the following services:

  • Diagnostic & Preventive Services: 100%
  • Coverage with No waiting period Basic Services: 80%
  • Coverage with 6 month waiting period (Prior coverage Credit may apply)
  • Major Services: 50%
  • Coverage with 12 month waiting period (Prior coverage credit may apply)
  • Orthodontia: 50%
  • Coverage for children under the age of 19 only

Flexible Spending Account

Established under Section 125 of the Internal Revenue Code, the flexible benefits plan consists of two components: a premium conversion plan and flexible spending accounts. Both plans are designed to make benefits more affordable by paying for benefits with pre-tax dollars.

The Health Care Flexible Spending Account allows employees to pay insurance premiums, deductibles, out of pocket health and medical related expenses with pre-tax dollars. The maximum annual contribution is $2,850.

The Dependent Care Flexible Spending Account allows employees to pay day care, nursery school and other eligible expenses with pre-tax dollars. The maximum annual contribution is $5,000.

Enrollment in both programs is required on an annual basis. Failure to enroll annually will result in the benefit ending beginning the next calendar year. Enrollment is conducted each year during the supplemental benefits open enrollment period, usually in the month of November.

SCC’s Higher Education Assistance Program recognizes the need for continued professional growth and development of all SCC employees while also recognizing the varied roles of personnel within the college. The current source of funding is the SCC Foundation. There are many acceptable ways of achieving professional growth, knowledge, and skills. Participation in this program is subject to approval and continued funding.

The call for eligible employees to apply for professional development will be three (3) times a year: April 1-10 (summer activities/classes only), August 1-10 (fall activities/classes only), and December 1-10 (spring activities/classes only). Applications must be submitted on the professional development template located under Policies and Procedures on the SCC webpage and must be received during the specified application periods as noted in the preceding statement. They will be evaluated solely on the basis of the information contained in the application. (Note: Incomplete applications will not be considered.)

To be eligible, employees must:

  1. Have been employed full-time or salaried part-time by SCC for one (1) continuous year;
  2. Have successfully completed previously funded professional development activities (if applicable);and,
  3. Enroll in a college credit course offered by an accredited institution (if applicable)

State Employees’ Credit Union is a member-owned, not-for-profit cooperative. Membership is limited to persons who meet the eligibility requirements.

  • Employees of the State of North Carolina and Federal employees working in conjunction with State departments
  • Employees of associations formed for the benefit of State employees, such as State Employees’ Association of North Carolina
  • Persons retired from the above employment as pensioners and/or annuitants from the above employment or services
  • Persons in the immediate family of current Credit Union members (defined as spouses, parents, children, and siblings of a member), persons living in the same residence maintaining a single economic unit with a member, and organizations of such persons
  • Employees of agencies or departments whose employees are subject to the State Personnel Act

Employees meeting one of these eligibility requirements can become a member by opening a share account with a minimum deposit of $25. (A FAT CAT account can be opened for eligible persons 0-12 years of age with a minimum initial deposit of $5.)

The credit union offers competitive interest rates for loans and all types of deposits including money market, CD’s and savings accounts. It provides a full range of financial services including investments, credit cards, money management training and several types of insurance (homeowners, auto, and term life). State Employee’s Association of North Carolina

SEANC keeps members informed of changes in benefits of current, retired and future state employees and raises concerns on issues of protecting and enhancing the rights of its members. A monthly fee for membership can be payroll deducted. For more information visit www.seanc.org.

Employees must be on paid status the working day before a holiday in order to receive pay for that holiday. All leave accrues at the end of the month in which it is earned and cannot be used before it is accrued. If an employee works less than full time, leave accrual is prorated according to the employee’s percent time. Each department has its own leave approval requirements.

Employees should speak with their supervisor regarding their work group’s protocol for arranging leave.

Annual/Vacation Leave

All regular full-time and part-time staff accrues vacation leave. The amount of vacation leave accrued increases based on length of service, up to an established maximum. Classified staff accrues vacation from their date of hire but must complete six months of employment before vacation leave can be used. Professional staff may use vacation after completing one month of employment with the College.

Sick Leave

Full-time employees earn eight hours of sick leave per month. When using sick leave, it is essential to follow departmental procedures for absence notification. Sick leave is also used for bereavement.
